Issues raised in the Parliament (Questions put up by Kuldeep Bishnoi in Parliament):
1. Will the Minister of Human Resource Development be pleased to state:
a. Whether the government has de-recognized the BCA & MBA programmes of Indira Gandhi National Open University (IGNOU);
b. If so, the reasons therefore;
c. The reasons for delay in developing study material for the programmes by IGNOU under the guidelines of Distance Education Council; and
d. The steps taken by the Government to ensure that the students, who have passed out BCA & MCA since 1995, do not suffer because of IGNOU’s inaction?
2. Will the Minister of Home Affairs be pleased to state:
a. Whether there is any law to check the increasing flow of funds to the terrorist outfits through Hawala operations;
b. If so, the details thereof;
c. If not, the reasons therefore; and
d. The steps taken by the Government to freeze cash flow to terrorist groups?
3. Will the Minister of Social Justice and Empowerment be pleased to state:
a. Whether the government has chalked out any rehabilitation plan for the snake charmers and their families who have lost their livelihood due to strict enforcement of Wildlife Act and are on the brink of starvation;
b. If so, the details thereof;
c. If not the reasons therefore; and
d. The fresh steps taken by the government to provide alternative means of livelihood to these people?
4. Will the Minister of Food Processing Industries be pleased to state:
a. Whether the government has any plan to provide food processing training to prospective food processing training to prospective entrepreneurs as well as the processors;
b. If so, the details thereof; and
c. The steps taken by the government to conduct food processing training programmes for processing training programmes for the benefit of farmers and entrepreneurs’?
5. Will the Minister of Commerce and Industry be pleased to state:
a. Whether the India Brand Equity Foundation (IBEF) constituted in 1996 to promote indigenous commodities in foreign countries through advertisements has failed to achieve its objectives;
b. If so, the reasons therefore;
c. The success achieved in improving the quality of agricultural, dairy and other products as per international standards; and
d. New steps taken by the government for proper utilisation of this fund?
6. Will the Minister of Information and Broadcasting be pleased to state:
a. Whether the government proposes to introduce Internet Protocol Television in the country;
b. If so, the details thereof; and
c. The steps initiated by the Government for early introduction of IPTV?
7. Will the Minister of Communication and Information Technology be pleased to state:
a. Whether the mobile consumers of the BSNL in various villages of Haryana are compelled to pay roaming charges;
b. If so, the reasons therefore; and
c. The steps taken/being taken by the Government in this regard?
8. Will the Minister of Health and Family Welfare be pleased to state:
a. Whether the Government has put certain drugs under its Pharmaco Vigilance Programme;
b. If so, the details thereof;
c. Whether any advise reaction has been discovered about any of the medicines put under the programme during the last six month; and
d. If so, the decision taken in the matter?
Issues
Special Economic Zone – India’s growth engine or sophisticated land-grab?
Kuldeep Bishnoi is unarguably the only voice for the Special Economic Zone issue. He took the initial step of criticizing the Reliance Special Economic Zone plan as the biggest let down for farmers. Others soon followed him in his quest for farmers' rights.
He was successful in bringing substantial amendments to the Special Economic Zone act. According to the new amendments, cultivable agricultural land cannot be used for a Special Economic Zone. This is the first law to be passed in the country that prevents the purchase of fertile land by an Special Economic Zone. This was a big win for farmers' rights, not only in Haryana but throughout the country as well.
Secondly, there is now an upper limit to the land sealing available to Special Economic Zone to avoid the misuse of land. Earlier the government had just set a lower limit that demanded a minimum amount of land to be purchased by an enterprise to gain the status of an SEZ. But there was no limit to the acquisition of land by a Special Economic Zone - they were allowed to purchase the land unlimitedly. But as a result of single-minded efforts by Bishnoi, the government has now announced a maximum limit to prevent unfair acquirement of land by a Special Economic Zone.
Kuldeep raised the Reliance's Special Economic Zone issue time and again due to the lack of proper compensation to farmers and the fact that no shares were being offered to them either. The state government signed a MoU with Reliance Industries Ltd for a 25,000-acre SEZ to come up in District Gurgaon, right in Delhi's backyard.
Kuldeep has started an “Aam Aadmi Adhikar Andolan” to protect the interests of the “kisan” (farmer). He is not against industrialization but against the way the policy is being implemented. He promises to continue his “Aam Aadmi Adhikar Andolan” to protect the interests of the farmers at any cost.
Seeing the apathy of the state towards farmers who have lost their land to the Special Economic Zone , Kuldeep has termed the SEZ’s actions as nothing but "sophisticated land grab" and the creation of "private fiefdoms that hark back to the zamindari system", in the Lok Sabha. In support of those farmers, Kuldeep launched the "Aam Aadmi Adhikar Andolan”.
The Economic Empowerment of Women

In the 21st century, women are leaders in industry, government, and organizations worldwide. However, in spite of the substantial progress made in recent years, women still have a lot more to achieve. Women play an important role in a country’s growth and development today. Approximately half our population is female, and is equally capable of contributing towards the country’s development, if given the right opportunities.
There is a pressing need for economic empowerment of women, especially in rural areas. Hitherto, women were hidden behind the veil but now she is awakening. Kuldeep realises the importance of this awakening and has contributed towards this cause by organising various programmes to educate people for the betterment of society and encouraging them to change their mindset.
His information and enlightenment campaigns are not only targeted towards the rural women but the rural men as well. Bishnoi feels most rural men are narrow-minded and don’t realize the importance of economic empowerment of women. “Shining India” can only shine when its bright and brilliant women are in the forefront.
Kuldeep has been contributing proactively and has set an example for the young and progressive politicians. He has triggered a “Door to Door” campaigns against female foeticide, compulsory primary education programs, and information programs for women on how to deal with these issues. Women, who were hidden behind the veil until very recently, now have the platform and the opportunity to realise their true potential.
Bishnoi has driven education and training workshops to make rural women financially independent so that they can be a part of the larger picture on social, political and economic platforms.

Kuldeep has taken the lead in tapping the power of the youth and channelizing it in the right direction. He has done this by organizing door-to-door campaigns to inform the youth about their responsibilities towards their nation, state and society on the whole.
Kuldeep is a firm believer in the potential of the youth in driving our nation to greater heights. To bring out this hidden talent, he has spoken at various youth forums on the importance of primary education, gender equality, patriotism, and social responsibility in the society.
He has provided the necessary impetus by awareness drives to highlight the benefits of compulsory education at primary level; to groom the young guns of this country to utilize their knowledge to run the economic & social turbines of the country.
